Steve May, the KHRC's director of pari-mutuel wagering and compliance, said the Ainsworth machines have gone through extensive third-party testing.
'Ainsworth has done a very sophisticated analysis, and BMF Test Labs will verify the seed pools are healthy so we remove any chance the patrons are wagering against the facility, they are just wagering amongst themselves,' May said. 'We believe that this is a pari-mutuel system of wagering.'

Because the payouts in pari-mutuel wagering are determined by the total amount wagered by bettors on a given event, historical racing operators create 'seed pools,' which is a set pool of money that historical racing players pay into to add value to the potential payout. These seed pools vary, according to May, from $70,000 to $160,000. Seed pool money is held in separate bank accounts and is audited regularly.
The legality of historical racing machines is still being contested in Kentucky. The Family Foundation of Kentucky has challenged the legality of historical racing machines, which offer electronic games based on previously run horse races and are modeled after Instant Racing, which was conceived at Oaklawn Park. The court case that began in 2010 went to the state Supreme Court, which ruled the Kentucky Horse Racing Commission, a party in the ongoing case, was justified when it promulgated rules governing historical race wagering but sent the case back to circuit court for further review.

it is interesting that once the concept of historical racing gets past the post, they can just make the machines be slot machines with the slightest nod to having anything to do with a horse race, past , present , or future. We hear claims that you can 'skip' the race by pressing certain buttons and , voila, it's just a slot machine, literally.
the next time Dame Fortune toys with your heart, your soul and your wallet, raise your glass and praise her thus: 'Thanks for nothing, you cold-hearted, evil, damnable, nefarious, low-life, malicious monster from Hell!' She is, after all, stone deaf. ... Arnold Snyder

My next project is a 1954 console type slot machine made by the H.C. Evans Company of Chicago. This game is titled Deluxe Winter Book and you can search on that name to see some photos and history.

I got the Deluxe Winter Book from a local collector who did not want to take the time (and money probably) to complete restoration. My game is a later version of Winter Book and it does not pay out coins. It only gives 'free games' which are then to paid off by the bartender at a nickel a free game. This is similar to the Bingo type pinball machines of the 50's and 60's that used the same scheme to try and avoid being classified as gambling machines and thus illegal. I am sure that the local police had no idea this was going on once some cash was exchanged between the bar owner and law enforcement.

Horse Racing Slot Machine For Sale

In my Winter Book there are 7 coin slots at the top of the game. One slot for each of 7 numbered horses. If you put a nickel in slot 2 (which is betting on horse Number 2) and the horse wins you get from 2 to 25 free games, depending on odds and other factors.

The cabinet on the game is wood and has been refinished. It is interesting since Evans used 2 or 3 different types of wood in the cabinet and thus the finishes are different. It also has a nice back glass with the horses and other graphic arts. The glass is in great shape with no flaking at all.

The game lights up and would make a cool office or restaurant decoration. It is quite a conversation piece. All of the electro-mechanical steppers, relays and motors are in the game and work periodically. I think the switches need to be cleaned and reset. I am going to work on getting the horses to simulate running the track and fix some cosmetic issues. The game was painted green when I got it and I have now sanded all of that off to reveal the nice wood finish of the cabinet. You can see by the photos what I am talking about.

I plan to sell Deluxe Winter Book once I complete some of the above repairs so let me know if you are interested in buying this really cool piece of early Americana gambling memorabilia. At some point I will put it on the 'for sale' area of my site but it is available for sale now as is at $975.00
